A lot of you will probably already know about this but here is a picture of my recycled propergator. The biscuit box has an inch of sand in the bottom with the pots pushed in the work like a capillery bed and the drinks bottles have the bottoms cut off so I can use the caps as air vents. My little seedlings seem to like it and it is cheap.

you could replace the pots with toilet paper tubes for fussy plants that don't like their roots disturbed (parsnips come to mind) i imagine you could get at least 3 in per plastic bottle if they are 2 litres

then just plant them out when they're ready, tube and all!

i have used plastic bottles with the bottoms cut off turned upside down into the ground. you have to remove the cap (or leave it on and drill 3 holes in it) and drill some holes in the sides of the bottle then, basically you can shove them down a good way and use them to get water to the roots of really thirsty plants.

we grew tomatoes on skye (outside I might add!) we had them in tyres so they go really dry. the manure and seaweed kept up a nice heat for them plus they were against a very sheltered corner in a sunny spot but they got so thirsty so this really helped them thrive. it also worked well for our peppers

don't forget you can use the bottoms that you cut off as plant pots if you drill drainage holes in them.

your propagator is an excellent idea, i'm all up for recycling and gardening only has to be as expensive as you let it be
