Does the barley have to be cooked in water to make this?

Seeing the barley in lemon barley that has to be stirred in before drinking makes me wonder could the grains just be ground? Then hot water added.
Himself has a liking for lemon barley at the moment with this hotter weather...but having orzoto every night palls a little!

We have homemade lime, or elderflower and lemon amongst others...with a possible urinary infection, he goes for barley water. Good thing we like orzoto!!

I think just leave some barley in a jug of water for a few hours, stirring every now and then and see what it looks like.

My first look at "how to make barley water" produced a recipe for making it using the boiling method, followed by a recipe for 'raw barley water'. Might be worth a look for that.
