I had a report the other day that there was a large patch of hogweed beside the road and within range of the pavement.

I would expect this to be something the council would have to get on top of pdq, whether themselves or by obliging the landowner, but I am only guessing.

Anybody know the relevant regulations.

iirc one can:

ignore it , ignore complaints about it, etc etc as there are few circumstances where penalties apply

should deal with it if getting land management subsidies, penalties can apply

deal with it cos it makes sense if you or nice folk/critters might get hurt

iirc defra have a section on their website

Presume you mean giant hogweed?
Is it on the noxious weeds list (along with ragwort, creeping thistle)?

If it isn't dealt with before it gets too big there will be complaints when people get rashes from it. I know one place, a long way from where I live, where it is rife, and they seem to be trying to eradicate it near paths, but don't seem to be able to do a lot further out. It is by a water course which makes it rather awkward.

Exactly. I am wondering if and how hard the council need pushing on the matter.

pointing out that they will be liable for any harm to their verge mowing team and/or members of the public might encourage a visit with some gloves and a sack.

The mowing team are probably most at risk, but it depends on who does the job. The ones round our way are contractors and they are paid peanuts, so need I say more. They would strim giant hogweed without even knowing what it was and probably without personal protection either.
