It can be, yes - though it depends on the location and the planning policies locally. If you are having trouble, contact Adam York at Glebelands near St Dogmael's, just outside Cardigan. He's just had permission granted for polytunnels on his holding after Ceredigion planning officers initially recommended refusal, and may be able to give you some advice.
