So, having moved house I enquired about cancelling my internet service. Essentially because of the deal I had, I can pay 3 a month for a defunct contract until the year is up; or I can cancel early and be charged the equivalent of 9 a month for the privilege.

Any reason I should actually cancel as opposed to just sticking with the dead contract?

We had the same with our car insurance.

We were giving it to the eldest so wanted to cancel the policy. They wanted 70 to cancel it yet the remaining term would only cost 65.

In the end we let it run & she bought a learners top up policy to cover her till she passed (last week) & then took out her own full policy.
Ours still has about a month to run but we will just let it do so.

We will now never use that company again.

Will they let a dead line still be billed to a new address?

Ask to see a copy of the contract, and then see if there is wiggle room there - is the charge for a service, or just access to the service? Are there any words like "minimum access"?
In law, a contract has to be fair and seen to be fair to both parties, but you will probably find they have all the "ifs" and "buts" covered.

Can they not transfer the service to a new number? Or is this a naive question?

The problem is I've nowhere to transfer it to - I'm back with my parents who are already internetted-and TV-ed; and the new tenants of my ex house don't want Talktalk.

Now, nothing should be posted to my old address because it's all administered online.

I'm inclined to leave it, and if anything comes up just claim forgetfulness. To be fair, their customer service is so dire that I doubt they'll be able to say anything. They're not quite as bad as Three, but next in line to that particular throne.
