Bikes can't use a right of way that is designated as a footpath and can be restricted from it through stiles, gates etc. They can use bridleways.

So legally no, BUT, should I try and restrict them or not? I can see the tranquility of a footpath could be easily eroded by yoofs on bikes but on the other hand little kids on their bikes would probably love it...

Difficult, i would try to control speed rather than access if you are trying to deter hooligans and welcome the kids.

If it were me, I wouldn't take that sort of decision right away. Get used to the place first - see who uses the footpath, what it's like in summer / winter - before you start removing the stiles.

Good idea, my footpath enhancement project is starting in the next couple of weeks, at the moment the footpaths apart from a section by the brook are just freestyle through the fields, I'm going to formalise the routes by planting an (edibilish) woodland border either side, in some places as deep as 30 mtrs, so if wheelchair/pram access is feasible I'll be allowing for wider paths.

Are you doing anything with the surface of the path? If so that gives the opportunity to put in speed management/bollards etc. Perhaps the Ramblers Assoc or other similar bodies can offer advice.
