Does anyone know what sorts of permissions are required to dam a small stream to create a small pond? I'm not thinking of flooding a large valley or anything, just creating a pond from a seasonal stream. Hopefully the pond would last the whole year and encourage more wildlife into the area.

I vaguely remember you need permission from the local water board but I'm not planning to extract any water or divert the flow as such, just borrow the water for a while.

As long as you're not modifying the total flow it should be alright shouldn't it? You only need a license for abstraction don't you?

I've always assumed that it wasn't a problem if you weren't abstracting water or flooding someone else's land. Are there any wildlfe regulations? You'd potentially be creating a barrier for fish, etc...
It has obvious relevance to micro-hydro power...
