I assume you can do as you like. You just have to be able to pay for it somehow.

The catches include tourists, probable dog attacks, being blown off the cliff, not using the most profitable grassland, presumably some agreements around grazing times and intensity, media presence, and a massive rent increase in 10 years?

Good for him but it was all a swizz. No new entrant has the amount of capital they wanted - and I resent having BUY an application pack to find that out. Basic information like that should have been public in the first place.
